As politicians acknowledge their direct power over the NHS with the abolition of NHS England, beware the Control Dilemna!

Identified in the SCiO — Systems and Complexity in Organisation Organisational Maturity Model (OMM), the archetype that describes a detrimental cycle of escalating control.

It happens when senior managers, confronted with changes in the operating environment that demand swift operational responses, feel increasingly out of touch with ongoing activities.

That’s partly because ‘seeing from the centre’ has a different focus and is incapable of understanding the challenges of joining up at a local level.

In reaction, they demand more detailed reporting from operational managers, more and more focused on centralised ways of understanding and setting priorities which may be meaningless on the ground.

This additional reporting burden diverts operational managers’ attention away from addressing the actual operational challenges, leading to a decline in performance.

As performance deteriorates, senior managers further tighten controls, perpetuating a vicious cycle of micromanagement and inefficiency.

To avoid or break this cycle, you need reporting structures that are trusted at all levels — that are meaningful in all ‘five worlds’.
