Systems Thinking Summit

Summer 2023 National Commissioning Academy by the Public Service Transformation Academy

Outcome Based Commissioning: a 10 step introduction Cohort 6, by the Public Service Transformation Academy.

The transcript from a YouTube video on the ontology of biomedicine is discussed. The body as a machine and emphasis on structure is dear to engineering, and it is applied to medicine for anatomy. Biomedicine is based on autopsy because one learns about the body structure through dissection. Surgery plays a crucial role because of the ontology of the body, and Ambroise Paré, a medical scientist and philosopher, laid down five functions of surgery. These functions remain true today. They are to remove what is superfluous, restore what has been dislocated, divide or separate what has been conjoined, reattach severed limbs or fingers, and to do what is deemed necessary for cosmetic reasons. Stafford Beer’s Viable Systems Model (VSM) uses autopoiesis to assert that an enterprise’s identity is based on preserving its organization. VSM’s five levels of system are discussed, but limitations are identified in understanding the relational strategy of a living system qua enterprise, which requires varying all three ‘cuts’. Rosen’s Class V system is able to pursue a relational strategy by modulating both its structural coupling and norms of direct effect. Check the link to read in more detail.
