When you’re low on resources and have to merge political organisations starting yesterday, what’s the most important thing to focus on?

We’re launching our new service offer: the RedQuadrant #devolution and #LGR Transition and Implementation Hub. Themes: assurance, transition, transformation, and renewal.

It gives councils one accountable structure to ensure services are ‘more than’ safe and legal on ‘day one’, while embedding and building the capacity to transform.

What does it do?

- Assurance — visible control of risk, finance, and dependencies

- Transition — safe and legal plus on day one, rehearsed and ready

- Transformation — new operating models and critical services designed pre-vesting (adult and children’s social care, special educational needs and disabilities, housing and homelessness, public health, transport, strategic commissioning at Strategic Authority level)

- Renewal — embedded secondees, cultural alignment, and the discipline to keep improving long after day one

Why does it matter?

Successful reorganisation will ultimately be judged on two things: whether services are safe and legal on day one, and whether new councils are ready to thrive — including working strategically with the Strategic Authority and with others.

Too often those goals are separated. The Hub integrates them, giving immediate assurance, visible delivery confidence, and lasting capacity to transform.

This isn’t consultancy parachuted in for a few months, and it doesn’t rely on large numbers of interims working in disparate ways that you then have to manage. It’s a structure councils can own with secondees embedded, knowledge transferred, and resilience built in. Mobilised in days, not months.
